WASHINGTON, Feb. 29 -- Rep. Frank Pallone Jr., D-New Jersey, chairman of the House Energy and Commerce Committee, issued the following statement on Feb. 28 after the Federal Communications Commission announced the notice of apparent liability for four carriers who failed to protect consumers' real-time location data:
