WASHINGTON, Feb. 29 -- The House Transportation and Infrastructure subcommittee on Water Resources and Environment issued the following testimony on Feb. 27 by Rep. Bill Huizenga, R-Michigan, at the Member's Day hearing on proposals for the Water Resources Development Act:
