WASHINGTON, Feb. 28 -- Reps. Michael McCaul, R-Texas, and Eliot L. Engel, D-New York, ranking Republican member and chairman of the House Foreign Affairs Committee, issued the following joint statement on Feb. 27 on the anniversary of the Russian invasion of Crimea:
