NEW YORK, Feb. 28 -- New York Mayor Bill de Blasio issued the following transcript on Feb. 27 on appearance at MSNBC's Morning Joe:

The free event was hosted at New York City's Madison Square Garden in front of a crowd of 18,000 public school students. Wow.
