COLUMBUS, Ohio, Feb. 27 -- The Public Utilities Commission of Ohio issued the following news release:

The Public Utilities Commission of Ohio (PUCO) approved construction authorization from the Ohio Rail Development Commission (ORDC) directing Wheeling & Lake Erie Railroad (WLE), CSX Transportation (CSX), Chicago Ft. Wayne & Eastern Railroad (CFE), Norfolk Southern Railway (NS), Columbus & Ohio River Railroad (CUOH) to make upgrades at rail crossings in Allen, Franklin, . . .
