HOUSTON, Texas, Feb. 26 -- The American Civil Liberties Union of Texas issued the following statement by Policy Director Sarah Labowitz:
Harris County District Attorney Kim Ogg announced a new program to allow private attorneys to prosecute certain misdemeanor cases instead of county prosecutors.
