WASHINGTON, Feb. 5 -- Sen. Bob Menendez, D-New Jersey, ranking Democratic member of the Senate Foreign Relations Committee, and Rep. Eliot L. Engel, D-New York, chairman of the House Foreign Affairs Committee, issued the following joint statement on the 9th anniversary of the New Strategic Arms Reduction Treaty entering into force:
