WASHINGTON, Feb. 7 -- Rep. Nita M. Lowey, D-New York, chairwoman of the House Appropriations Committee, issued the following floor remarks in support of an emergency supplemental appropriations bill (H.R. 5687) to provide support to Puerto Rico following a series of recent earthquakes:
