WASHINGTON, Feb. 14 -- Sen. Bob Menendez, D-New Jersey, ranking Democratic member of the Senate Foreign Relations Committee, issued the following opening remarks on Feb. 12 at a committee hearing exploring the current state of U.S.-Libya Policy:
