WASHINGTON, Feb. 14 -- Sen. Jim Risch, R-Idaho, chairman of the Senate Foreign Relations Committee, issued the following statement on Feb. 13 welcoming Ecuadorian President Lenin Moreno to the U.S. Capitol:
