WASHINGTON, Feb. 13 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following remarks at the markup of a legislation to amend title 4, U.S. Code, to permit the flag of the U.S. to be flown at half-staff in the event of the death of the Mayor of the District of Columbia (H.R. 3283):
