WASHINGTON, Feb. 13 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following opening remarks on Feb. 12 at the markup of the Effective Assistance of Counsel in the Digital Era Act (H.R. 5546):
