WASHINGTON, Feb. 7 -- The House Natural Resources subcommittee for Indigenous Peoples of the U.S. issued the following testimony on Feb. 5 by Ervin Carlson, president of the InterTribal Buffalo Council, at a hearing on the Indian Buffalo Management Act (H.R. 5153):
