WASHINGTON, Feb. 6 -- Rep. Phil Roe, R-Tennessee, ranking Republican member of the House Veterans' Affairs Committee, issued the following statement on Feb. 5 after House passage of the Puppies Assisting Wounded Servicemembers for Veterans Therapy Act (H.R. 4305):
