Rep. Phil Roe, M.D. (R-Tenn.), released the following statement after the text of H.R. 5543, a measure that would infringe on President Trump's Article II authority as Commander-in-Chief and Chief Executive, passed the House as an amendment to the Senate amendment to H.R. 550:
