WASHINGTON, Jan. 18 -- Rep. Eliot Engel, D-New York, issued the following floor remarks on the House passage of a resolution (H.J.Res. 76) that overturns Education Secretary Betsy DeVos' proposed borrower defense rule:
"Secretary DeVos claims her rule is to help students and to protect taxpayers, but this rule does the complete opposite.
