ALBANY, New York, Jan. 16 -- The New York State Public Service Commission issued the following ruling (Case Nos. 19-E-0378; 19-G-0379; 19-E-0380; 19-G-0381) involving New York State Electric & Gas and Rochester Gas and Electric:
