WASHINGTON, Jan. 15 -- Sen. Deb Fischer, R-Nebraska, issued the following statement after the Health and Human Services Department announced that the Winnebago Tribe of Nebraska has received a grant to boost its mental health and substance abuse services in order to prevent youth suicides:
