WASHINGTON, Jan. 9 -- The National Railroad Passenger Corporation (Amtrak) issued the following statement on Jan. 6 by Anthony Coscia, chairman of the Amtrak Board, on New York Gov. Andrew Cuomo's empire station district plan:
