WASHINGTON, Dec. 20 -- New America's Open Technology Institute issued the following statement:
New York Gov. Andrew Cuomo proposed legislation that would create net neutrality protections in New York. The bill would ban blocking, throttling, paid prioritization, and zero-rating. It would also create a private right of action for consumers to hold their internet providers accountable for violations.
