WASHINGTON, Dec. 5 -- Rep. Nita M. Lowey, D-New York, chairwoman of the House Appropriations Committee, issued the following remarks at a press conference with House Democrats marking 90 days since the Housing and Urban Development Department ignored a deadline to issue a Federal Register notice needed for Puerto Rico to access disaster relief funds:
