WASHINGTON, Nov. 21 -- Rep. Eliot L. Engel, D-New York, chairman of the House Foreign Affairs Committee, issued the following floor remarks in support of the Hong Kong Human Rights and Democracy Act, which passed both chambers of Congress with bipartisan support:
