WASHINGTON, Nov. 18 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following joint statement with Rep. Zoe Lofgren, D-California, chairman of the Subcommittee on Immigration and Citizenship, on an asylum agreement with Guatemala:
