WASHINGTON, Nov. 19 -- Rep. John Carter, R-Texas, issued the following statement after voting against the continuing resolution appropriations bill:
"A couple of months ago, Congress passed a short-term CR that I was hopeful would give appropriators time to get their work done, but the work is still far from complete.
"I never want to see a government shutdown but governing under the threat of a shutdown is no way to responsibly govern, and funding through sho . . .
