WASHINGTON, Nov. 15 -- Sen. Debbie Stabenow, D-Michigan, ranking Democratic member of the Senate Agriculture, Nutrition and Forestry Committee, issued the following statement regarding the Agriculture Department announcement of the 2nd tranche of 2019 Market Facilitation Program payments to assist American farmers affected by the Trump administration's trade policies:
