WASHINGTON, Nov. 14 -- Sen. Charles E. Schumer, D-New York, issued the following statement regarding the groundbreaking of the Rochester Downtown Development Corporation's food business incubator the Commissary Downtown Kitchen Incubator, which will be located in Rochester's Sibley Building:
