WASHINGTON, Nov. 14 -- Rep. Jerrold Nadler, D-New York, chairman of the House Judiciary Committee, issued the following opening statement at the Subcommittee on Crime, Terrorism and Homeland Security hearing entitled "The Administration of Bail by State and Federal Courts: A Call for Reform":
"On any given day, six out of ten people in federal and state jails, accounting for nearly half a million people, are incarcerated awaiting trial. These are members of our commun . . .
