WASHINGTON, Nov. 4 -- Rep. Nita Lowey, D-New York, chair of the House Appropriations subcommittee on State and Foreign Operations, issued the following statement after the Trump administration announced the withdrawal of the U.S. from the Paris Agreement on climate change:
