WASHINGTON, Nov. 1 -- Rep. Marcy Kaptur, D-Ohio, chair of the House Appropriations subcommittee on Energy and Water Development, issued the following floor statement calling on Energy Secretary Rick Perry to comply with congressional subpoenas:
