Earlier today, Governor Andrew M. Cuomo declared a state of emergency for Cayuga, Chautauqua, Cortland, Dutchess, Erie, Essex, Hamilton, Herkimer, Montgomery, Oneida, Saratoga and Warren Counties as heavy rains and high winds have caused flooding and power outages throughout most of the state.
