WASHINGTON, Oct. 31 -- Rep. Nita M. Lowey, D-New York, chairwoman of the House Appropriations Committee, issued the following statement after Senate passage of four appropriations bills:
"While I am pleased the Senate has finally passed a package of appropriations bills, we face a pressing deadline of November 21 and are still far behind in completing an orderly appropriations process.
