WASHINGTON, Oct. 30 -- Rep. Eliot Engel, D-New York, chairman of the House Foreign Affairs Committee, issued the following floor remarks in support of his bill, the Protect Against Conflict by Turkey Act (H.R. 4695), which imposes sanctions on Turkey for its military invasion of northern Syria:
