TOPEKA, Kansas, Oct. 30 -- Kansas Attorney General Derek Schmidt issued the following news release:
Kansas Attorney General Derek Schmidt is urging the U.S. Congress to enact the Kelsey Smith Act, legislation to provide law enforcement officers the ability to locate individuals facing death or serious bodily harm in an emergency situation.
