WASHINGTON, Oct. 29 -- The House Natural Resources subcommittee on Water, Oceans and Wildlife issued the following testimony by Juan Parras, executive director of Texas Environmental Justice Advocacy Services, at a hearing entitled "Sea of Problems: Impacts of Plastic Pollution on Oceans and Wildlife":
