WASHINGTON, Oct. 29 -- Rep. Albio Sires, D-New Jersey, issued the following statement on House passage of the Full Utilization of the Harbor Maintenance Trust Fund Act (H.R. 2440), to authorize our ports and harbors to tap into money necessary for infrastructure upgrades:
