GARDEN CITY, New York, Oct. 24 -- The Defense Contract Management Agency issued the following news:

John Westerhaus chuckled as he recalled a moment early in his 42-year federal career when, as an administrative contracting officer, he negotiated a multi-million dollar contract modification to upgrade the computer system for a submarine-launched missile program.
