WASHINGTON, Oct. 23 -- Rep. David Cicilline, D-Rhode Island, issued the following statement after the House passed the SHIELD Act (H.R.4617), legislation he co-sponsored to require campaigns to report acts of foreign election interference:
"After several weeks of refusing to say whether it's appropriate to ask a foreign country to interfere in an American election, Republicans finally gave us their answer tonight."
