WASHINGTON, Oct. 16 -- Rep. Jose E. Serrano, D-New York, chairman of the House Appropriations subcommittee on Commerce, Justice, Science and Related Agencies, issued the following opening statement at a subcommittee hearing on the NASA moon mission:
