WASHINGTON, Oct. 16 -- Rep. Eliot L. Engel, D-New York, chairman of the House Foreign Affairs Committee, issued the following statement regarding President Trump's announcement that portions of the U.S. assistance to El Salvador, Guatemala and Honduras will resume:
