WASHINGTON, Oct. 16 -- Rep. James Comer, R-Kentucky, ranking Republican member of the House Education and Labor subcommittee on Civil Rights and Human Services, issued the following opening statement at a hearing to examine the Agriculture Department's proposed rule to increase accountability in child nutrition programs:
