WASHINGTON, Sept. 26 -- Rep. Nita M. Lowey, D-New York, chairwoman of the House Appropriations Committee, issued the following floor remarks urging support for a bipartisan resolution to terminate President Trump's national emergency declaration and save military construction projects:
