WASHINGTON, Sept. 27 -- The Center for American Progress issued the following statement by Antoinette Flores, associate director of postsecondary education, in response to Senate HELP Committee Chairman Lamar Alexander, R-Tennessee, releasing the text of his plan to reform the Higher Education Act:
