WASHINGTON, Sept. 20 -- Rep. Frank Pallone Jr., D-New Jersey, chairman of the House Energy and Commerce Committee, issued the following remarks at the Subcommittee on Energy hearing entitled "Building a 100 Percent Clean Economy: Solutions for the U.S. Building Sector":
