WASHINGTON, Sept. 20 -- Rep. Andy Biggs, R-Arizona, issued the following statement on the House passage of a continuing resolution (H.R. 4378) to fund the federal government through Nov. 21:
"For the 118th time since 1998, and the fourth time this fiscal year, Congress will pass a continuing resolution and contribute to America's burgeoning deficit and national debt.
In doing so, Congress again ignores regular order, making it almost impossible to pass a truly bala . . .
