WASHINGTON, Sept. 19 -- Rep. Max Rose, D-New York, issued the following floor speech on the death of Staten Islander teen Devin McQueen:
Earlier this week, Rose joined McQueen's family and friends at a ceremony and unveiling of a permanent memorial in his honor.
"I rise today to honor the life of Devin McQueen, who loved baseball and his friends but loved his family more than anything.
