WASHINGTON, Sept. 19 -- The Center for American Progress issued the following statement by Ben Miller, vice president for postsecondary education, after Senate Health, Education, Labor and Pensions Committee's Chairman Lamar Alexander, R-Tennessee, announced a plan to reform the Higher Education Act:
