ALBANY, New York, Sept. 18 -- Gov. Andrew Cuomo, D-New York, issued the following joint statement with U.S. Climate Alliance co-chairs, Washington Gov. Jay Inslee and California Gov. Gavin Newsom in response to the Trump administration's final rule attempting to revoke the waiver that allows the states to set more stringent emissions standards:
