WASHINGTON, Sept. 12 -- The U.S. Department of Justice issued the following news release:

Desmond Logan, 38, formerly an officer with the Chattanooga Police Department (CPD), pleaded guilty today in federal court in the Eastern District of Tennessee to two counts of violating the civil rights of victims while performing his duties as a law enforcement officer.
