WASHINGTON, Sept. 12 -- Rep. Louie Gohmert, R-Texas, issued the following statement regarding the House of Representatives votes to bar offshore oil and gas leasing on coasts, as well as, halt energy exploration in the vast, untapped Arctic National Wildlife Refuge:
