WACO, Texas, Sept. 13 -- The Texas Farm Bureau issued the following statement by President Russell Boening:
"The Waters of the U.S. rule, as conceived in 2015, was arbitrary, overreaching and unnecessary. After studying it in detail, Texas Farm Bureau was convinced that many normal and environmentally-sound farming practices would be difficult or impossible.
